Is fasting...wrong?

Just another little point, while people are mentioning that we are still bound to abstain from meat on Fridays of Lent, this is not universally true. This is true in the United States, and I imagine in other countries as well, but in Canada the faithful are only required to abstain from meat on Ash Wednesday and Good Friday, not every Friday of Lent.

TO tell you the truth, why did they remove the obligation from every friday to fridays just during Lent any way. Why the change?
I am told that it was changed, in part, as a service to those Catholics in cultures/areas of the world where flesh meat is not a staple of the diet as it is in the western world, and for whom abstention from flesh meat was of little significance.
