Is forgiveness always required?

I know someone who was sexually abused as a teen. The person responsible never apologized or asked forgiveness. This person is now deceased. Is it still required to forgive this person? The victim has also had an aneurysm and some damage to her brain. It is difficult for her think. Thanks
