Is free will a deficiency?

We human with no doubt are rational beings. We can use our rationality to make good decisions. Having freedom of action however allows evil action. Does that mean that free will is a deficiency?
Free will in the absence of the Holy Spirit is deficiency.
 
Rationality tells you the old woman about to be hit by a car is very old and not worth risking your 25 year old self, with a bright future to jump out and push her to safety.
That is Love which allows you to risk your life in a situation like this.
Free will allows you to do it anyway and hope for a good outcome for both.
Free will is about making a decision considering all circumstances.
 
Free will in the absence of the Holy Spirit is deficiency.
That means that we are not always responsible for our actions. Who is responsible for our wrong actions? God. Since we don’t always have access to Holy Spirit intervention.
