IIRC, Vespers Compline, Matins and the Hours (First, Third, Sixth & Ninth Hours) are what RCs refer to as Liturgy of the Hours (LOTH). We call them the Horologion.
 
Whatever you call it, it is the canonical hours of the Catholic Church.

As far as I know, the canonical hours, along with Mass and Divine Liturgy, are all considered “liturgy”, in other words the public prayer of the Catholic Church. In other words, if I go to Mass, I have participated in “liturgy”. If I go to Divine Liturgy at the Byzantine Catholic Church, I have participated in “liturgy”. If I pray Vespers or other Hours, I have participated in “liturgy”, even if I pray them by myself in my living room. I would presume ECs consider the hours “liturgy” in the same way.

However, if I participate in any other type of prayer service, such as one where a priest gives a talk, we all say some individual prayers, and then we all pray a Rosary together, I have NOT participated in “liturgy”. It’s not considered public prayer of the Church, even if there’s 1000 of us and we’re in a public cathedral or park.

I am also skeptical of people who claim they see “liturgical abuse” happening all over the place.
I know there are some “progressive” parishes where a lot of strange stuff goes on; we read about them in the news. But they seem to be few and far between.

Before COVID hit, I probably attended Mass at something like 50+ different parishes in the last few years. I can think of less than 5 times that I noted any possibly questionable practice by any priest at any of those 50 different parishes. In two of those instances I asked on here and received credible responses that whatever the priest was doing was just fine. In the other cases, which involved stuff like saying the Hail Mary after General Intercessions, or having congregants hold hands around the altar at some point in the Mass before or after the consecration prayers, I didn’t think it rose to the level of something to be concerned about, though others might get all wound up. I have better things to do than worry because the priest had little kids hold hands around the altar for a non-Consecration prayer. And the other 45+ churches where I went to hundreds of Masses over 2 years (since I try to go daily), absolutely nothing unusual happened.

I think it comes down to education and old wives tales. I agree, people need more charity where clergy are concerned.
