Is it a mortal sin to eat meat on Friday during lent?

Well the RCAV does recommend abstaining meat, it does say you can do alternative methods other than that if not possible, I heard.

This is the Complementary Norm for Canada re. Canon 1253
Decree No. 8
In accordance with the prescriptions of canon 1253, the Canadian Conference of Catholic Bishops hereby decrees that the days of fast and abstinence in Canada are Ash Wednesday and Good Friday.

Fridays are days of abstinence but Catholics may substitute special acts of charity or piety on this day.(Official document No. 535; 14-05-85)
Compare that with the US rule that has been in place since 1966. The only thing that the USCCB changed when the new Code of Canon Law was promulgated in 1983 was the age when one became bound by the rule of fasting. It was lowered from 21 to 18.

In Canada, you are only bound to abstain from meat on two days in the whole year: Ash Wednesday and Good Friday. All other Fridays of the year you are asked to do some sort of penance (could be extra prayers or some other sacrifice) if you don’t abstain from meat.
 
Carrot soup with coco nut milk, lime, curry, chili powder and coriander. Use vegetarian stock cub. It should be served rather thick. Cook the carrots and put them in the blender. Some prefer smooth and some with larger pieces.

The Church does not bind the obligation under “pain of sin” under the current canons. It is not “objectively speaking a mortal sin”.
I disagree. It is one of the precepts of the Church. Not abiding by any of the precepts is grave matter.
 
We are asked to abstain from eating meat on Fridays during the Lenten season. Which I do.
Rather than giving up things for Lent, I like to take on more responsibilities.
Some years, I pray an additional Rosary or two for people.
Doing additional charitable acts.
Donating more money to charitable causes.
These are a few of my favorite Lenten observances.
