Do I need to have a civil marriage certificate to get married in the church?

Can. 1071 §1. Except in a case of necessity, a person is not to assist without the permission of the local ordinary at:
2/ a marriage which cannot be recognized or celebrated according to the norm of civil law;
So, yes, the marriage needs to be legal in order for the Church to proceed. However there are cases of necessity (i.e. immoral marriage laws) that would permit the Church to witness a non-legal wedding but those are very rare.
