Is it actually a sin to get a civil divorce?

I am aware of the sinfulness of a remarriage after a divorce. But what about the divorce where neither spouse remarries?

I’m a little confused about this. I’ve read that simply getting a divorce is sinful, but I’ve also read that a divorce is required before you can even apply for an annulment. So it seems like a catch-22 of sorts.
