I agree that in the case you mentioned, it certainly would be the charitable thing to do. However, what happens when a homeless person, or a non-profit, or the government asks you for your money? Do you give them everything aside from your daily necessities? Or in other words, would it be a sin not to take a vow of poverty?I may be completely wrong about this, as I still have a great deal to learn, but I imagine it would be.
In that case, your brother is asking you for something in his hour of need that you have more than enough of, and you are unwilling to give it to him. That is completely contrary to the idea of charity.
At least that would be my understanding of it.
