Is it allowed to receive a blessing instead of Communion?

hi, I have heard that this should not be done because if something is not in the rubricks, then it means it is prohibited. or that priests do not have the authority to introduce something new in to the liturgy.

i understand that there has been no official statement from the church on this

on the other hand, i do know that the rubricks do allow for pastoral adaptations and customes in different local environments

it seems like i am getting contradictory information, could you please help clarify? thank you.
