Is it alright to say "I'm Catholic" before confirmation?

The Elect aren’t baptized.

Those who are baptized are Candidates. They are not Catechumens and not Elect. Elect refers to the catechumens after the Rite of Election.
You actually said they are, though I believe you meant the act and not the state of being, and I know all of us were included - baptized or not - by the Archbishop. I doubt he acted in error.
The Elect are baptized, and they do indeed answer the questions and make baptismal promises. They are not the same thing, though.
No. The Scrutinies of the Third, Fourth, and Fifth Sundays of Lent are not performed on the baptized. The scrutinies are minor exorcisms and they are proper to the Elect only. They are NOT for Candidates who have been baptized.
Again, I doubt the Archbishop would act in error. So I’ll stand with him, and accept that you may know differently.

I’ll stand with the Rites themselves which are very clear.

However, perhaps you are talking about something else, such as the combined rites where candidates and catechumens are presented to the Bishop. These are not the Scrutinies. These are the Rite of Election (Catechumens) and the Call to Continuing Conversion (Candidates). Other combined rites are the Rite of Acceptance (Catechumens) and the Rite of Welcoming (Candidates) and also at the parish level the Rite of Sending.

I’ll go with that - perhaps I misunderstood, and I’ll take the correction. We were included as a courtesy by the Archbishop as we’re sort of not his, but he treats us as his. (I’m a member of the military community here, and he’s “adopted” us as a “parish”, if you’ll allow the phrasing’s intent.)

Yes. You are received into the body of Christ that is the Catholic Church upon Baptism. This membership is confirmed and sealed upon Confirmation.
That’s probably why it’s called Confirmation, lol.
 
I was confirmed/received by profession of faith into the Church at the Easter Vigil. I had been previously baptized in the Baptist faith. I went through RCIA which I know understand could have been handled differently, but that was how my parish handled it. I do remember Father telling me at one point that I now qualified for a “full Catholic funeral!” Yippee 🙂 Thanks for the clarification.
