Is it always sinful to lie?

Hi,

My question is this:

Is it or is it not a sin to lie if by lying you are protecting the life of some innocent people?
(for example in the Nazi killing raids)

This comes because I was discussing with a friend that Muslims in their teaching they are allowed to lie in order to overcome or rule the land they are in. And he said we also are allowed to lie, and I said of course not, under no circumstance, and he brought up that case.
