Are you not thought “it is what is in your heart that matters” if you thought about killing, wanted to kill, then the hate in your heart is just as sinful as the hate in the murderers heart.
I’m not speaking of law of man just Bible. Jesus said, those who commit adultery have sinned but those who have lust in their hearts have also committed adultery (something along those lines…point isn’t just the act but the heart. Not just a thought because evil thoughts come into our heads but when we contemplate those thoughts and Lord forbid if we speak those thoughts!

The willful delectation of a grave sin is also a grave sin, although it can be named differently for clarity.
Example Matt 5:28 “But I tell you that anyone who looks at a woman lustfully has already committed adultery with her in his heart.”

On the flip side, suppose a timid man hates his neighbor and desires to kill him every time he looks at him. He even plans out ways he could do it but he never builds up the nerve. He would do it if he got the golden opportunity but that never comes. How much does his lack of commission really matter?
