Not necessarily. In countries where the communicant has a choice of how to receive Communion, a Catholic may choose to receive Communion on the tongue for reasons of personal piety and devotion to our Lord. In other countries though, he may receive Communion on the tongue merely because Communion in the hand is not an option in his country. In any case, no one should attempt to judge that someone who legitimately chooses to receive Communion in the hand is any less to devoted to our Lord in the Eucharist than someone who chooses to receive Communion on the tongue.
