Is it okay to have a private party in the church foyer?

There is a parishioner in our church having a private invitation-only birthday party in our church foyer, between 6 PM and 11 PM. Is this permissible? I’m kind of thinking this isn’t really right, having private parties in a church foyer.
 
Churches are supposed to be open to all. Private parties should be held on private property. If the church has a social hall that it rents out for events, it could also be held in a social hall. Unless there was some extremely unusual and very good reason why this party could not be held elsewhere, I cannot recommend it be held inside a church—especially if doing so would close off access to the church to the public.
