Is it really a sin?

Yes, you can withhold the information and thus not lie. However, this is not going to work in all cases. In the example of the Nazi asking you if you are hiding any Jews in your home, refusing to answer will have the same effect as answering “yes.” In the example of the undercover police officer this can also be the case. You can, of course, attempt to deflect the question by changing the subject, however, those who are intent on an answer to their question will most likely see through this and realize that you have not answered the question… thus, you will have, in effect, given away the truth.
But what the Catechism is saying is not really just in the case of when you get asked a question (while it applies there) but also if you know something that no one else knows and you have the decision to share it or not. Sometimes it is the right thing for us to reveal what we know but other times keeping it to ourselves might actually be the right thing to do. If that makes sense.
 
I spoke with a priest who had a really insightful answer. He said that all they have to do in the video is use hypothetical statements. For instance, if they said “suppose that we had underage prostitutes” then they wouldn’t be lying, the would just be hypothetical. And then end result would pretty much be the same.

I thought that was a good point, all they have to do is use hypothetical statements and then they haven’t really said anything one way or the other, merely supposing.

No, then the Planned Parenthood personnel might become suspicious and withhold information they would not have had the Live Action people not phrased the questions the way they did.
