it seems on this forum there are a number of aunts and uncles willing to take on that role should parents refuse to seek out proper villinay in the normal day to day life.

You mean like Shredder taking Master Splinter’s daughter Karai and raising her as his own? I don’t think that worked out so well.
 
True, but a villain can raise anybody if he is holding four aces. Bet the mortgage!!
