For diocesan parishes of the Ordinary Rite, that is true. The bishop’s authority is somewhat limited in regards to Masses said in a religious house. The appropriate Abbott\Prior\Superior would make the decision there. But that too would be within their authority to do so.For his own diocese, yes - the bishop is the ultimate authority.

If the doors to their chapel are open, the faithful may attend Mass there. The Friary is not covered by the Bishop’s authority. If the Dominicans are staffing one of the diocesan parishes, that is another story, but the Dominicans ( or other order) would be free to open their doors to the faithful, subject only to the dictates of their Superior.What Dominican friars do in their own house is between them and their superior. What Dominican friars do in regards to public celebration of the Mass for the laity is absolutely the bishop’s domain. I would think.
