He is both.

The Father is God, the Son is God, the holy Spirit is God; the Father is not the Son or the holy Spirit, the Son is not the Father or the holy Spirit, and the holy Spirit is not the Father or the Son.

Its the mystery of the Holy Trinity. To deny the three persons of One God, is to deny the teachings of the Church.
