Is Our Lady of Akita an approved apparition?

I have heard it was approved by the local bishop, but when I read what Our Lady supposedly said to Sr. Agnes, I question why it was approved. What bugged me was her message on October 13, 1973:
“. . . if men do not repent and better themselves, the Father will inflict a terrible punishment on all humanity. It will be a punishment greater than the deluge, such as one will never have seen before.” -emphasis added
Didn’t God say that he would not destroy the whole world like he did during the great flood? Would God go back on his promise and inflict an even greater chastisement?
“Never again will I doom the earth because of man, since the desires of man’s heart are evil from the start; nor will I ever again strike down all living beings, as I have done.” Genesis 8:21

The apparition was approved by the local bishop.

Remember that the author of Genesis, thought the entire world was within his reach. It is probable that God didn’t destroy all of of the entire planet, but only that which the author, knew to be the world.
