Is Papal Infallibility limited to Ex Cathedra pronouncements?

Several times I have seen in the forum reference to this limitation. As a consequence, only the Assumption and Immaculate Conception are infallible doctrines coming from a pope. I find it inconsistent that Humanae Vitae for example, which has been the force behind pro-life efforts since Pope Paul VI promulgated it 1968 isn’t infallible.

I have reviewed the subject in the catechism and can not find where this is written. Is this in canon law maybe?
