Ok, so what about activity that leads to female orgasm prior to actual penetration as long as it is a lead up to regular intercourse? As a way to help the woman more easily achieve orgasm from intercourse?
Foreplay that includes/allows female orgasm prior to penetration is okay, too.

While Saint John Paul II explained a couple should aim towards simultaneous orgasm… any time (foreplay, during intercourse, or right after the husband climaxes) is ok. Actually it is encouraged for a husband to lovingly help his wife reach orgasm after he has climaxed if she has not and she could have negative consequence because of not reaching that point.
 
The possibility that one or both may fall to the sin of masturbation. At least that is the answer that I have heard time and again.
I see what you mean now. That can be a near occasion in the particular sense, but it is not one in the general sense. IOW, it may be a reason that some decide it would be better for them to avoid it, but it is not a reason for a general prohibition. For instance, some people who have given up alcohol for Lent ought to stay away from taverns, but others will be able to go into a tavern and order a non-alcoholic drink every time with no problem. It just depends on the person and their particular weaknesses. It is an issue worth pointing out.
