Is Purgatory a state or place?

I heard Tim Staples say that the Catholic Church defines purgatory as a state, not a place. So how can the examples of the rich man and Lazurus and the time when Jesus preached to the spirits in prison be possible examples of purgatory when these are clearly “places”?
