Yes. Section 8.1 provides that a plenary indulgence is available to those who receive Holy Communion for the first time, and also to those who “devoutly assist” at the first Holy Communion of others.
“Devoutly Assist” means be there in person, participating in the Mass or Communion service.
You need to fulfill the “usual conditions” of
be in a state of grace at time of the act
receive Holy Communion within a few days (if you receive First Communion, that one can be used for the indulgence)
