Is the Antioch Christian Orthodox Western Rite Catholic?

Can I as a RC attend this church? However , I need to be re-confirmed to receive communion. Why?
 
As far as I can tell, this Church is part of the Orthodox Church communion of Churches and is not in communion with Rome.

They describe themselves as:
The Self-Ruled Antiochian Orthodox Christian Archdiocese of North America is an Archdiocese of the Orthodox Patriarchate of Antioch and All the East. We trace our roots to first century Antioch, the city in which the disciples of Jesus Christ were first called Christians.
The Orthodox Patriarchate of Antioch and All the East is Greek Orthodox and not Catholic.
My guess as to why they would require you to be re-confirmed is that they do not accept Catholic confirmation as valid. No Catholic Church in communion with Rome would deny a Catholic sacrament from another Catholic Church.
