Is the Church built upon Peter or his confession of faith?

The collect (a copy is below) for 2/22/13 states the rock is Peter’s confession of faith. I thought that was the Protestant position. Is not the Catholic position that Peter himself is the rock?

Collect 2/22/13 - Grant, we pray, almighty God, that no tempest may disturb us, for you have set us fast upon the rock of the Apostle Peter’s confession of faith. Through our Lord Jesus Christ, your Son, who lives and reigns with you in the unity of the Holy Spirit, one God for ever and ever.

The answer is not either/or but rather both. If Peter did not have faith that Jesus was the Messiah then he would not have been the rock on which the Church was built.
