Is the Church’s Authority to interpret scripture, biblical? If so, where does it say it directly or indirectly?

Remember: the Catholic Church is not based on interpreting the Bible, but the Bible describes the early Church.

The writers of scripture
  1. were in the Church they were building and writing to. The Church from the 1st century, the Catholic Church
  2. The Catholic Church they wrote to, is the Church Paul calls the “pillar and foundation of truth”.
  3. The same Church that canonized 73 books (OT + NT) as scripture in 382 at the council of Rome
  4. The same Church that holds that same list of books today
  5. The same Church Jesus said He builds on Peter and those united to him.
  6. The same Church Jesus said to the one he gives the keys to, "whaterver you bind and loose is bound and loosed in heaven
  7. The same Church today, Pope Francis holding that same office in apostolic succession, as 266th successor to Peter.

"And so I say to you, “thou art Peter, the Rock. And upon this rock I will build my church. The gates of Hell will not prevail against it. To you I give the keys of the kingdom of Heaven. Whatsoever you loose on earth shall be loosed in Heaven, and whatever you hold bound on earth shall be held bound in Heaven.”

Christ establishes His church on Peter and gives Peter the authority to speak with Divinely inspired assurance. On this fact is the basis of all the Church says and does. And that includes interpreting Scripture.

18 [a]Then Jesus approached and said to them, “All power in heaven and on earth has been given to me. 19 Go, therefore, and make disciples of all nations, baptizing them in the name of the Father, and of the Son, and of the holy Spirit, 20 teaching them to observe all that I have commanded you.[c] And behold, I am with you always, until the end of the age.”

In order to understand this, you need to know the following facts.
  1. Scripture is the Word of God.
  2. Sacred Tradition is the Word of God.
  3. Jesus is God.
  4. Jesus commanded that the Church TEACH His word (all He commanded) to the world.
  5. The Church wrote down the New Testament based upon His word which was being passed down in Sacred Tradition.
