Is the devil in hell?

I was reading an article in the original Catholic Encyclopedia and it said ‘’… and that in the next world the wicked shall suffer perpetual punishment with the devil.’’ So does that mean the devil is in hell now? If so, how can he be tempting us from hell to commit sin?

Yes, the devil is in hell. Although much of how the afterlife works is unknown to us in this life, it is not contradictory for the devil to be able to tempt us from hell. After all, the angels are in heaven, constantly beholding the face of the Father (cf. Matt. 18:10) and they are able to guide and protect us here on earth.
