Is the issue of priestly ordination of women settled permanently?

Is Blessed Pope John Paul II’s letter “Ordinatio Sacerdotalis” an infallible proclamation? And does that mean the issue of women’s ordination to priesthood is settled permanently and the Pope or Magisterium can never change it in the future?
