I’m not sure what you mean by “Vatican approved.”

Believe it or not, not EVERYTHING in the Church is micromanaged by the Holy See.

It is approved for use in the Liturgy by several Bishops’ Conferences (e.g. England and Wales, Scotland, Ireland, Australia, New Zealand, Singapore-Malaysia, South Africa etc), and is one of the versions used in papal liturgies when the readings are done in English.
