Suppose a priest is suspended (doesn’t matter the reason for the suspension). If he celebrates Mass while suspended, then while they’re still valid, doesn’t that make his Masses illicit?
For a priest who is suspended from public ministry to diliberately disobey and perform public ministry anyway says a lot about him and his integrity. The Mass he celebrates will be valid, but illicit. Stay away from such priests and pray for them.
