When speaking on faith and morals, especially ex cathedra, yes.

When commenting that Italians are the best futbol players, no.

Question is too vague. Do you mean infallible as per Catholic teaching, that he teaches infallibly on matters of faith?

Or do you mean infallible as per Protestant teaching on Catholic teaching? That we supposedly believe everything the man says is to be followed without question?
 
James 3:2 says we all stumble in many ways.
yes and popes are not impeccable. they make mistakes. But infallibility means they are prevented from teaching error in matters of doctrine.

are you going to read the article or is it your purpose to pontificate?

The doctrines of the church do not belong to the Pope. Any pope. The doctrines are that of the church. Jesus said, as recorded in the Bible no less, that the gates of Hell would not prevail against His church. The Church is the Body of Jesus Christ. So, the doctrines of the Body of Jesus Christ are without error.

I invite you to read it again, and strongly encourage you to read all of it. for instance, this from the article relative to scriptural basis:

*The infallibility of the pope is not a doctrine that suddenly appeared in Church teaching; rather, it is a doctrine which was implicit in the early Church. It is only our understanding of infallibility which has developed and been more clearly understood over time. In fact, the doctrine of infallibility is implicit in these Petrine texts: John 21:15–17 ("Feed my sheep . . . "), Luke 22:32 (“I have prayed for you that your faith may not fail”), and Matthew 16:18 ("You are Peter . . . "). *

You need a 4th choice here for “It Depends”. Yes doesn’t apply, because it is implied as a full time state. No doesn’t apply for the same reason. Undecided doesn’t apply, because, well, the truth is what it is. It is not up to us to decide. The pope is infallable when he is writing/speaking ex-cathedra, (from the Chair of Peter). This has only happened on rare occasion through Christian history. The rest of time, he is subject to error.

Yes you may.
The pope teaches a doctrine as true. We have this from Jesus himself, who promised the Apostle’s and their successors as Bishops, the Magisterium of the church. “He who hears you, hears me” (Luke 10:16), and “Whatever you bind on earth shall be bound in heaven”. (Matt.18:18).
