Is the Pope's authority binding in the canonization of a saint?

If Jesus gave Peter (1st Pope) the authority here on earth over matters concerning the Church as in Matthew 16, does the Pope, when he deems someone a saint through God, does that person get to go to heaven because of the authority given to him? I know that we have just one judge who decides whether we get there or not, but if the Pope, a successor of Peter was given the title of steward, is his authority binding?
