In one sense I think that the plan is intended as a way to throw us a bone and try to make a better impression for themselves about how they “really are on our side”, afterall. It is also intended to put Republicans on the defensive if they don’t take the bait. I think that they ought to take the bait, however, as the ones throwing it might end up letting us reel them in. For once people come to recognize the need to and value of adressing the problem head on progress can be made. For if we begin trying to reach out to those in need, we will likely end up seeing more and more why (out of a sincere care for the same women) we need to place restrictions upon (and ultimately outlaw) abortion in order to help those same women in need.
