Is the rosary jewelry or a prayer tool?

I have noticed that many people are wearing their rosary around their necks as jewlery. Now I know that the rosary is a prayer tool and so I find it very disrespectful to wear a rosary around your neck as a piece of jewlery. So my question is: Can you wear your rosary? And if so under what circumstances can you wear it?
