you can go to any Catholic priest who has the faculties from his bishop to absolves sins. Go wherever you want to…as long as you go.

of course it is i just did it myself and it was so much easier to confess some very embarrassing stuff to a priest i didn’t know it was my best confession yet one amazing thing was the priest seemed to read me like a book even though he didn’t know me and i went face to face

In general Church laws are structured to make Confession as convenient and easy as possible. Getting a sinner to confession takes priority.
