Is there a justification for praying to the saints?

As catholics we do pray to mother Mary, this being popularily supported by the wedding in Cana in Galilee, but what about praying to the saints? Is there any justification for praying to the saints, if so, then why don’t we pray to Elijah and Moses**–" Then the three disciples saw Elijah and Moses talking with Jesus"** Transfiguration as mentioned in Mk.,Matt.and Lk. Is it because they have not been declared as saints by the Church.
