I tried several exact searches for different parts of the scrutinies and it does not appear to be online in English. What were you specifically looking for? The prayers over the elect, the Mass texts, or the entire rite?

The latest Missal is available in Latin at Clerus. But the rituals for the Scrutines, at least in English, are probably not in the Sacramentary/Missal, but in a supplementary book. I could be wrong, though.

Yeah, the Scrutinies are in The Rites Vol I or Vol II, which are parts of the modern form of the roman ritual.
