Is there tension between law and Gospel in Catholicism

Do you mean the laws(s) of the Church or the law(s) of the land?

So what is the Gospel in Catholicism? Salvation by grace through faith and works of love?
 
Religous law, like Moses.
I repeat, Nope.

It isn’t that we adhere to Mosaic law, but parts of that remain. Over the milennia, Canon Law has been “updated” to reflect biblical interpretation. It is a slow, but ongoing process.
