In order for there to be a valid Eucharist (transubstantiation) there needs to be a validly ordained priest. In the case of the Eastern Orthodox their priests are validly ordained and thus they do have a valid Eucharist. In the case of the Anglican communion, they are not considered to be validly ordained and thus do not have a valid Eucharist.
