Often at Mass in any number of churches, instead of a homily the priest introduces a lay person to give a talk on for example - Church finances, or stewardship or something about parish council. Is this an abuse of the homily?

The homily is not optional on Sundays or Holydays and an address on Church finances, or stewardship or something about parish council is not a homily on the Scripture readings regard of who is giving it, pastor or layperson.

Obviously, important matters need to be brought before the assembly. It should be in addition, not in replacement to the homily.

Should important matters be brought up at the end of Mass? When is the right time?

I think that is a good time.
Let’s ask the rad trads when Our Lord read the announcements at the Last Supper. :rotfl: Sorry, leaving the conversation to the adults.

Our pastor always has his “state of the parish” type talks before Mass ever starts. It is very clear that his or whoever’s talk is not part of the Mass in any way, shape or form.

Our parish does something like this once a year during stewardship renewal time, when the homily is followed by a brief parishioner report on some aspect of stewardship. It is only done at this one time.
