Is it a sacramental marriage if both parties are baptized and married by a Protestant minister, but one of the parties is Catholic without permission to marry outside the Church?
No. Such a marriage would be invalid and validity is required for sacramentality. A Catholic’s marriage to a Christian can be sacramental if both parties are baptized, but the Catholic must obtain permission from his diocesan bishop to marry a non-Catholic and – if applicable – to marry in a non-Catholic ritual.
