Is this appropriate for Catholics to pray to relatives who have died?

My grandmother who was catholic recently passed away. My sister (who is also catholic) said recently that she has already “prayed to grandma” to ask her for help. Is this appropriate for catholics to pray to relatives who have died. I thought Catholics could only pray to saints. My grandmother has not been canonized as far as i know. Thanks!
