I have read that since Papal Infallibility was doctrinally defined, it has only invoked twice: in Munificentissimus Deus and in Ineffabilis Deus. I have also read that the teaching on papal infallibility only applies when it is explicitly stated and when the pope is teaching something ex cathedra. That being said, what of Paul VI’s Humanae Vitae? Did Pope Paul VI explicitly invoked papal infallibility when he released this encyclical? If not, can the Catholic Church’s teaching on contraceptives be actually refuted?
