Is this Sloth or morally neutral?

This may be in the wrong category so apologies ahead if time.

If one is aware that they could be doing better spiritually but just doesn’t feel the drive to do so, is that Sloth? Like if someone were to live across the the street from a church and have the free time to go daily Mass and adoration every day, but they dint do it because they “don’t feel like it,” or just flat don’t want to, is that Sloth or morally neutral as long as they go to Sunday Mass?

Motivation matters a lot here. Ideally the person should want to spend time with God, much like one should want to spend time with a family member or a best friend. Both the rejection of all extra opportunities to see Him, and worrying that every spare moment should be spent with Him are problems. The former because if you don’t want to spend time with a Best Friend, he won’t be your Best Friend for long. The latter because if you are spending time out of a sense of obligation it isn’t really a friendship.

My advice, in the hypothetical, is not to get lost in questions of whether one has to go or not. Instead one should resolve to go occasionally, even when he doesn’t feel the call.

You are only obligated to attend mass on Sundays and Holy Days of Obligation. Outside of that, there is no obligation and no sin. There is no obligation to attend adoration either.

Going to mass when there is opportunity and keeping Our Lord company in the Blessed Sacrament are excellent things to do, for His honor and Glory and also for our own spiritual benefit, but they are acts of piety, not obligations.

Also, sloth isn’t laziness. Sloth is not doing what needs to be done. So the answer to your question is in determining if you need to attend extra masses and spend more time in the presence of Our Lord in order to keep your soul clean and safe.
