Many choral works were written with the text of the Mass but were never intended to be used at Mass or, at the very least, were primarily for the concert hall. Consider some of the 30-minute Glorias, especially during the Baroque era. While theoretically this could have been used at the time, for the most part it was just for performance. Mozart’s Requiem in particular may inspire fear but not devotion in the faithful. That’s not to say it’s never appropriate for Mass, but that simply isn’t it’s primary purpose. It’s also of note that since the time of St. Pius X. musical compositions that substantially delay the priest at the altar are forbidden.

VII. The length of the liturgical chant
22. It is not lawful to keep the priest at the altar waiting on account of the chant or the music for a length of time not allowed by the liturgy. According to the ecclesiastical prescriptions the Sanctus of the Mass should be over before the elevation, and therefore the priest must here have regard for the singers. The Gloria and the Credo ought, according to the Gregorian tradition, to be relatively short.
  1. In general it must be considered a very grave abuse when the liturgy in ecclesiastical functions is made to appear secondary to and in a manner at the service of the music, for the music is merely a part of the liturgy and its humble handmaid.

Yes, I find that very frustrating when following the Pope’s Mass on TV, and the commentators don’t seem to know Psalm 46: “Be still and know that I am God”, or translated to: “Be still and follow the Mass”.
