Last night at Mass two of the Extraordinary ministers of Holy Communion who had distributed the Holy Blood, each finished the remainder of the Holy Blood and did the wash out with water after. Is this not self administration of Holy Communion? I have only ever seen the Priest or deacon do this previously.

The indult for extraordinary ministers of Holy Communion to purify the sacred vessels at Mass, in the USA, was not renewed when it expired in March 2005. The priest,
deacon, or installed acolytes are required to purify the vessels, per GIRM No. 279.

There are two separate actions occurring here.

EMCHs are often permitted to consume the Precious Blood remaining in their chalice so that the priest and deacon are not forced to consume too much.

Purification of the sacred vessels may only be done by priest, deacon or instituted acolyte.

So it seems that the Austrailian norms apply.

Both the US and Austrailian GIRM do not mention the extraordinary ministers. 2007 Austrailian GIRM 182: 182. After the priest’s Communion, the deacon receives Communion under both kinds from the priest himself and then assists the priest in distributing Communion to the people. If Communion is given under both kinds, the deacon himself administers the chalice to the communicants; and, when the distribution is completed, he immediately and reverently consumes at the altar all of the Blood of Christ that remains, assisted if necessary by other deacons and priests.
With reference to the USA, USCCB requires the approval of the Diocesan Bishop:52. When more of the Precious Blood remains than was necessary for Communion, and if not consumed by the bishop or Priest celebrant, the Deacon, standing at the altar, "immediately and reverently consumes all of the Blood of Christ that remains, assisted, if the case requires, by other Deacons and Priests."55 When there are extraordinary ministers of Holy Communion, they may consume what remains of the Precious Blood from their chalice of distribution with permission of the Diocesan Bishop.
