Is tithing serious matter such that it could be a mortal sin to not tithe?

I read in an examination of conscience that it was a venial sin but I read in the Summa something that seems to imply otherwise -"…those who do not give tithes in places where the Church does not demand them are not in a state of damnation, unless they be obstinate, and unwilling to pay even if tithes were demanded of them. "

In Portugal, never heard of it. We give what we want.It is said that we should give one day’s salary once a year to our Parish Priedt.
In the Old Testament, yes. There are Protestant Churches, that, it seems, demand it.
In Germany, everybody pays a tax to his Church and it is collected by the Government.
And there are Fake Churches here in Portugal, which are like a Bank. They collect huge amounts of money asking for 10% and by deceit, force old people and weak minded ones to give their hard earned money. But, as lies, this wont last forever.
Forget about mortal sin. St. Paul said in one of his letters that when he came to preach he worked so as to support himself and not be a burden to the christians ! And nowhere in the Gospel you see Jesus demanding that.
Though of course, we must support the clergy and give them a decent standard of living !
 
My ideas:

I think the quote is pretty self-explanatory. In the rare case that the Church would need exactly your tithe in order to keep functioning, or something else that serious, and you refrain, even though you have no valid reason to refrain, it might be serious matter.

I, however, am NOT an expert on this, and am interested in what more schooled people have to say. I just think there might be sometimes in which it is serious matter
 
I did a thorough study on tithing from the Torah back when I was a Protestant, and here are the conclusions that I came to:
  1. If we are supposed to tithe the OT way, then we are supposed to tithe only the increase from our agricultural activities (gardens, grain-fields, flocks, herds, etc.).
  2. If we are supposed to tithe the OT way, then 1/3 of our tithes are supposed to go to the support of the “Levites” (non-clerical support workers) and the poor.
  3. If we are supposed to tithe the OT way, then part of our tithes are supposed to be used to finance a big party before the Lord, complete with wine and strong drink.
I wrote a 20+ page paper on the subject that got me removed from all ministerial/leadership activity in the Church of God congregation that I was with at the time.
