Isn't God's unconditional love, actually pretty conditional?

If unconditional love is the best love there is, is God’s love considered unconditional? Since it pretty much requires us to love Him, while He said He’d loved us no matter what, but if there are people who don’t believe in him, even if they do good things in their lives, they are not saved?

It’s like a person saying to another: “I love you unconditionally, but if you don’t love me, you lack of loving me will make you suffer.” Or in a nicer way: “if you don’t love me, you will go to hell.”

Sounds rather harsh, I might be wrong though, so please correct if my understanding is wrong.

God’s love IS unconditional in that He still loves us even when we offend him. However, to offend Him is harmful to us. To not choose God is to choose that which is not good and ultimately evil. This is not God’s fault and is not inconsistent with His loving us. It is inconsistent with the truth of who He is. It is also inconsistent with who we are because we were created to love Him and nothing else will fulfill us.

Further, the Church has always taught that those people, who through no fault of their own, do not have the gift of faith can still reach heaven if they live honestly and love their neighbor.
