The CatholicCulture.org article is based on an EWTN article. And that was based, in part, on an article in the Italian newspaper La Stampa. Here is that article.

As EWTN points out, Archbishop Vigano is an experienced diplomat and Pope Benedict wants someone with expertise and skill in the US nuncio position, particularly during the upcoming election season.

The La Stampa article, however, indicates that the assignment may be an attempt to resolve personality conflicts within the Curia.
