James the Just or Peter the Rock?

In reading the Acts, I see that Paul and Peter reported to James the activities of their ministries among the gentiles. In turn, James, the brother of Jesus, told them to eat kosher food and to circumcise converts.

Who really is the first father of the church – James or Peter?
